All the DLCs have been that price, though. Though Gearbox tend to be a bit lazy with the quests, the enemy skins and so on, there's still tons of new voice over, new locations and so on. Still, this one DLC seems to have revamped literally all the enemy textures, in addition to adding new ones. Will be interesting to see.
