The title says it all really. SEGA fan site Segalization, which campaigns for localisation of SEGA games, contacted SEGA to see if their sequel to the immensely popular and, in my opinion, excellent Phantasy Star Online would be coming westward.
They received a response from SEGA:
"With regards to the PC version, we are working behind the scenes on potential solutions to bring it to the West. As soon as any information becomes available, we will share it."
It's not a rock solid promise that we'll receive Phantasy Star Online 2 on PC in the west but it is a rather bright ray of hope. Stay tuned for more info as we get it.

The fact they haven't outright said no is reassuring. In fact, the fact they've commented on it at all is reassuring. Generally, SEGA are the type to fall back on "no comment" when they mean no.
