Because we didn't know enough about the cast of Black Flag already, here's a video narrated by Matt Ryan fleshing out the backstory of some of the key characters you will be meeting along the way. It might seem somewhat redundant, given how much has already been shown in previous video diaries and such. And you might even be right. But the gusto with which he explains everything, and the fine detail he gives...it's hard not to get wrapped up in it and start to feel like this is more than a game. it's a living, breathing, harsh and ugly, but oddly beautiful world.

I believe the whole point of Vaas repeating it over and over again, is... well, the point.
And he does far more than that. You can't have completed the game if you genuinely feel that all he does is repeat the "have I ever told you the definition of insanity?" thing.
