Konami has been pretty silent about the PC release of Metal Gear Rising: Revengeance other than "It's coming soon" and "It's looking pretty nice" but according to the Kojima Productions Alert it's not cancelled. As a matter of fact "It's coming sooner than you think" because "it's in the final stage of development" and "might pop up on Steam any day now." (I hope no one has an irrational fear of quotes.)

That's quite a way to announce a release of a port of one of their hit games. Just give a ballpark figure. Let's call it a Christmas Surprise, I guess. Don't worry, you'll know when it releases. That is, if I'm not too busy play it.
